Syrian government's role as partner to UN

New York, (SANA) – Syria's Permanent Representative to the UN Dr. Bashar al-Jaafari asserted that the Syrian government is an integral part of the humanitarian response plan signed with the UN Office for the Coordination of Humanitarian Affairs (OCHA), therefore no-one can deny the role of the Syrian government as a full partner for the UN in implementing the plan.

At a press conference of Friday at the UN headquarters in New York, al-Jaafari said that Syria has been following this plan for over two years in cooperation with the UN, so any talk about Syrian government's non-cooperation is completely incorrect and untrue.

He said that some sides say that the Syrian government or the Syrian army are blockading some areas, and this is true as far as blockading some areas that contain armed terrorists who fight the government and challenge its authority, employing civilians as human shields, noting that due to concern over the safety of international humanitarian workers, they can't always enter certain hotspots, citing what happened with aid convoys for the World Food Program (WFP) which admitted to failing to enter al-Muadamiya area eight times.

Al-Jaafari noted that the Syrian government evacuated 3,000 families from the aforementioned al-Muadamiya area ten days ago under the protection of the Syrian army, adding that the Syrian government opened and equipped more than 1,000 schools to house Syrian families.

"Can UN Undersecretary-General for Humanitarian Affairs Valier Amos tell us what she did for the thousands of Syrian families that are now homeless and that fled their villages due to the criminal practices of armed groups there?" al-Jaafari asked.

He went on to assert that the Syrian government is doing the larger share of humanitarian work, something which Amos is well aware of, wondering why she attempts to deny this fact in her report to the Security Council.

Al-Jaafari said that Syria has related to the UN Secretary-General and the Security Council members the effects of the punitive unilateral economic sanctions, yet Amos still insists that she is unaware of any UN report on the negative effects of these sanctions, asserting that her claims are untrue as there are two annual resolutions issued each year on this issue.

He stressed that the UN is fully aware of the negative effects of unilateral action and should be against such actions, saying that this means that Amos's political and humanitarian knowledge is lacking a very important aspect.

Al-Jaafari said that the sanctions against Syria are compulsory and punitive actions taken by a number of countries and that is unacceptable, noting that the UN General Assembly will be discussing the US embargo on Cuba which is rejected each year by a majority of 187, wondering if all the talk about rejecting unilateral action is "mere ink on paper."

Israel ready to reengage with UN Human Rights CouncilJerusalem is prepared to thaw ties frozen in 2012 — but only if ‘fair play and international standards’ are applied, deputy FM says.

Israel is working toward reengaging with the United Nations Human Rights Council, Deputy Foreign Minister Ze’ev Elkin has confirmed, adding, however, that such a move would occur only if the body could guarantee that the Jewish state would receive fair treatment in the future.

Jerusalem unilaterally cut all ties with the Geneva-based body last year over its alleged anti-Israel bias.

“Since then many countries have asked us to change our policy,” Elkin said Tuesday at the opening ceremony of the 4th Conference of the Global Forum for Combating Antisemitism in Jerusalem. “And I ask myself: Is Israel expected to agree to being discriminated against, or should a change in our policy come about only through the ending of discrimination? The answer is clear and after much deliberation I have recently agreed to diplomatic engagement with the council and major actors in the international community to see if we can arrive at understandings and guarantees that will enable our return to the council, while ensuring that fair play and international standards are applied towards Israel.”

In his speech, delivered in English, Elkin slammed the UNHRC for unduly singling out Israel for harsh criticism. Forty-six of 103 country-related resolutions and six of the 19 special sessions held since the council’s establishment “were against Israel,” he said. The Jewish state is not a member of any regional grouping and is the only country that has an agenda item “specifically to condemn its so-called violations of human rights,” Elkin noted.

“Can such a miserable record be defined as anything other than anti-Semitism in the guise of anti-Israelism?” he asked rhetorically.

After the UNHRC’s March 2012 decision to establish a fact-finding mission into Israel’s settlements in the West Bank and East Jerusalem, then-foreign minister Avigdor Liberman announced that Israel would cut all ties to the council and cease cooperating with its officials. “From now on, we will no longer work together in any way, shape or form with any officials from the council, including the High Commissioner,” Navi Pillay, Liberman said at the time. “If anyone from the council calls us, we just won’t answer the phone.”

Earlier this year, Israel became the first of 193 UN member states to boycott a routine evaluation of its human rights situation scheduled to be conducted by council. The international community reacted angrily, saying Jerusalem risked undermining the council’s entire periodic review process, considered one of its most potent mechanisms.

At the same time, Israel took steps aimed at restoring its relationship with the council when Jerusalem’s permanent representative to the body, Ambassador Eviatar Manor, phoned the council’s president, Remigiusz Henczel, in the first senior-level official dealing between the two parties since March 2012.

Last month, Swiss Foreign Minister Didier Burkhalter visited Israel, urged leaders to work on finding ways to restore ties with the UNHRC and offered his help in brokering a deal. Jerusalem seemed willing to restore ties, but Foreign Ministry officials indicated that full cooperation still appeared far away.

“We are now going to work on finding diplomatic solutions to this inherently unfair situation, solutions that will enable us to return to the council, to work with council not on the basis of ‘anyone who wants to bash Israel can do so free of charge,’ but serious work on equal footing,” said ministry spokesman Yigal Palmor.

It is currently unclear what exactly such a mechanism, in which Israel will no longer be automatically at the receiving end of endless criticism, could look like.

“We’re going to start working with a number of countries in the council… and the commissioners,” Palmor said. “We will need to see whether it is possible for Israel to get equal treatment.”

A diplomatic official told The Times of Israel that Jerusalem is well aware of the UN realities — in which Arab and Muslim states have an automatic majority when it comes to resolutions hostile to Israel — “but we will see whether there is any possibility to get the council to work fairly with Israel, in which case when there is criticism we will accept it,” the official said. “But we will not be the council’s punching bag.”

Russia: Use of UNHRC to Benefit Extremist Opposition Hinders Resolving Syrian Crisis

The Russian Foreign Ministry said that using the United Nations Human Rights Council (UNHRC) to support one side of the crisis in Syria creates an obstacle for preparing the international conference to resolve the crisis due to be held in Geneva.

A statement published on the Ministry's website on Wednesday said that the use of the UNHRC to benefit one side of the crisis in Syria, specifically the extremist opposition, does not help find a way out of the Syrian crisis.

The statement pointed out that the bias of the report submitted at the UNHRC was exploited by some countries' delegation to once again assign blame for what is happening in Syria to the Syrian government, all while neglecting the many crimes and human rights violation committed by armed terrorist groups.

The Foreign Ministry said that the experts who submitted the aforementioned reported didn't bother to listen to the victims and witnesses to violence perpetrated by extremists, although these experts admitted that the growing numbers of extremists among gunmen in Syria are committing summary executions, torture, abduction and employ children in aggressive actions.

The statement also noted that the committee in charge of the report once again decided not to include bombings committed by armed groups in Syrian cities in the list of terrorist acts; it even refused to describe them as terrorist acts!

The Ministry said that the atrocities committed by extremists are being condoned through remaining silent over them, especially rape and violence against women.

2) In February 2011, more than 100 nations voted for a U.N. resolution that would have condemned illegal Israeli settlements and halted any new construction. The United States vetoed it.

3) On February 19, 2011, Israel said it was 'deeply grateful to the United States' after it vetoed a United Nations resolution put forward by the Palestinian leadership condemning Israeli settlement activity.

JERUSALEM, (Xinhua): Israeli Prime Minister Benjamin Netanyahu announced on Sunday that the Israeli government rejects the upgrade of the Palestinian National Authority (PNA) to a non- member observer state in the United Nations.

On Friday, the Israeli cabinet decided to increase the construction in east Jerusalem and the West Bank settlements with 3,000 new housing units

On Sunday, prior to the cabinet meeting, Finance Minister Yuval Steinitz said Israel would suspend monthly tax revenues it collects for the PNA in punishment of the UN bid, a sum of about NIS 460 million (116 million U.S. dollars).

In a vote of 138 to nine and 41 abstentions, the UN General Assembly authorized the PNA's bid to upgrade its status to that of a non-member observer state.

But at the same time he keeps silence about the U.S.-backed terrorism.

It is part of the UN comedy whereby also all the resolutions critical of Israel are blocked as the result of a deal between the U.S., Israel and the UN.

Ban Kin-moon and his staff mandated also a so called 'no-fly zone' and the NATO-bombing of Lybia. And on 31 October 2011 the Newsroom of NATO published the following distasteful 'victory' message: '''We answered the call'' - the end of Operation Unified Protector

The weapons, including automatic rifles, rocket-propelled grenades, ammunition and some antitank weapons, are being funneled mostly across the Turkish border by way of a shadowy network of intermediaries including Syria’s Muslim Brotherhood and paid for by Turkey, Saudi Arabia and Qatar. The United States is setting up joint military, intelligence and medical working teams with Israel, Turkey and Jordan.

2) British Foreign Secretary William Hague said Britain would step up its support for the armed groups in Syria, providing them with an additional £5 million (US$7.8 million). The money is used for terrorist bomb attacks and the undermining of Syria's government.

3) An official source told a SANA reporter that the seized arms included Nato sniper rifles, machineguns, hunting rifles, explosive devices of various weights, devices for remote control detonation and an amount of batteries and electrical wires.

4) The Belgian State Security "has not confirmed" the rumor that Belgian jihadists are fighting in Syria. The newspapers 'Het Belang van Limburg' and 'Gazet van Antwerpen' argued the opposite: "The State Security confirmed the presence of Belgian terrorists in Syria".  Originally the Flemish newspapers relied on a report by Reuters, dated July 31th 2012, citing statements from "several rebel commanders in the north-west Syria," according to which "Muslims in Great Britain, Belgium and the United States had joined the Free Syrian Army (SLA)". On July 13th, Reuters pointed out a flood "of thousands of assault rifles Belgian FN FAL was in the hands of the rebels".  In its annual reports, the Belgian State Security explains how and why she follows people attracted by fighting abroad: there was attention for Iraq, then, from 2010, to the movement towards Pakistan-Afghanistan border area; Finally, most recently, to new locations: "If the Afghan-Pakistan area, more than Iraq, was still popular in 2010 with the majority of volunteers for jihad", the Belgian State Security wrote in his latest report, "some of them began to plot their way to Yemen, Somalia and the Caucasus". And Syria now? "Obviously. Where they are beaten, those who return and who actually participated in the fighting have gained knowledge on how to handle weapons, strategy and tactics of war," noted the Belgian State Security yesterday. "This is the central reason for the Belgian concern".  Belgian Senator Nele Lijnen said that she intends to launch a discussion at the Belgian Senate regarding the fact that the terrorists in Syria possess weapons made in Belgium. 

5) The Swiss Authorities announced that they are investigating into information published by Sonntags Zeitung newspaper about hand grenades used by armed terrorist groups in Syria.

6) The weapons and military equipment recently discovered and seized by the Syrian Army in Idlib province proves NATO's arms and logistic support for terrorists in Syria.

7) The seized weapons in Salqain district in Idlib included 7.26 guns along with other weapons as well as boxes of gunshots with the words "NATO BALL" carved on them.

8) The Lebanese army intelligence has seized a large quantity of wea Lutfallah II container pons hidden inside cars aboard an Italian ship at Tripoli port, north of Lebanon, Lebanese security sources told Al-Manar TV.

9) This comes just days after the Lebanese Army Marines confiscated Lutfallah II arms shipment off the Lebanese port of Batoun while it was carrying 300,000 pounds of weapons within three containers. Reports said the cargo ship, which was flying the flag of Sierra-Leone, had left Libya and was bound to Syria.

10) Lebanese terrorist Mohammad Hussein Fares confessed to participating in smuggling weapons, militants and journalists into Syria and committing terrorists acts against Syrians. Fares said that they smuggled assault rifles, RPG rounds, sniper rifles, LAW missiles, machineguns and cases of ammo, delivering them to Amoun, with al-Jarban coming later to distribute them among terrorists.

12) Over 30,000 various weapons have been channelled to Syria since unrest flared up there in April last year, Amin Khteit says. The overall amount of explosives makes up 300 tons. The deliveries were made by Qatar and Saudi Arabia. They depend on the United States, which is making every effort to overpower Syria.

13) The authorities seized weapons smuggled from Turkey in Tal Abyad area on the Syrian-Turkish borders in Raqqa countryside.

14) A Turkish parliamentarian has stressed that Turkish ambulances are transporting weapons to terrorist groups in Syria, expressing their opposition to Ankara's policies on the Syrian case.

Sarkozy has spoken with the Syrian opposition leader, Abdulbaset Sieda, and both agreed there is a need for foreign intervention in Syria in order to stop the ongoing crisis, Reuters reports.

News item - August 11, 2012: US and Turkey to consider no-fly zones for Syria - US Secretary of State Hillary Clinton and Turkish Foreign Minister Ahmet Davutoglu are considering implementing no-fly zones for Syria after holding Saturday talks in Istanbul. According to Reuters, Clinton said that Ankara and Washington need to plan ways to assist the rebels fighting to topple President Bashar al-Assad – including possibly implementing a no-fly zone.

NEW YORK, (SANA) - UN Secretary General Ban Ki-moon condemned in the strongest terms the terrorist bombings which took place in the city of Jaramana in Damascus Countryside and claimed the lives of 34 people.

"There are no circumstances that justify the targeting of civilians. Such terror attacks are unacceptable," said a statement issued by Ban’s spokesperson and reported by the UN news website on Wednesday.

The statement noted that this terrorist attack underscores the necessity of "moving urgently toward a peaceful political solution that meets the legitimate aspirations of the Syrian people."

At least 34 people were martyred and 83 others were injured by two car bomb explosions which hit the Main Square in Jaramana, in addition to remnants in 10 medical covers.

Syrian News: Google Censorship

The website of the Syrian Arab News Agency SANA is regularly blocked by Washington that doesn't stop its war propaganda.

Some days ago SANA was inaccessible again: 'Page Web inaccessible - Unable to load web page on Google Chrome, because www.sana.sy did not respond in time. It is possible that the site is blocked or you have problems with your Internet connection - Error 118 (net::ERR_CONNECTION_TIMED_OUT)'

Google Research doesn't show actually SANA's website under the searching words 'latest news Syria'. The censure comes just after France and Britain recognized the so called 'Syrian oppossition', provided with money and weapons by the western countries.

The Internet search engines are in the hands of the U.S. government which doesn't want a political solution for Syria and doesn't stop its financial and military aid to terrorist groups in Turkey and Syria.

22 November 2012 – United Nations officials today highlighted the need to defend freedom of expression and ensure the safety of journalists, noting that 2012 is set to become one of the deadliest years for media workers covering not just conflicts but also illegal activities in their countries.

“Today's meeting could not be more timely,” the Director-General of the UN Educational, Scientific and Cultural Organization (UNESCO), Irina Bokova, said in her message to the 2nd UN Inter-Agency Meeting on the Safety of Journalists and the Issue of Impunity in Vienna, Austria.

“More than 100 journalists have been killed so far this year, making 2012 the deadliest year for the media since UNESCO began keeping records on the killings of journalists. And we are only in November.”

The meeting, attended by UN agencies, independent experts, governments, media houses, and civil society organizations will discuss the most pressing issues facing freedom of expression today and will create a new UN strategy to improve the safety of media workers and effectively prosecute those who commit crimes against them.

On May 7, 1999, NATO fired 3 missiles from different angles to attack the Embassy of China in Yugoslavia, which killed 3 Chinese journalists and injured more than 20. The building of the embassy was seriously damaged. U.S. officials and NATO said the attack on the Chinese Embassy was "a mistake" based on "faulty information".

On Nov. 18, 2012, the Russian TV office was destroyed in an Israeli attack on Gaza.
Earlier attacks heavily damaged two buildings that housed Sky News, Italian RAI, German ARD and Kuwait TV, as well as the Hamas TV station Al Aqsa. Some of the injured were from Ma'an news agency, and a cameraman for al-Quds TV had to have his leg amputated. RT's office in Gaza was affected too. The attack came after the office of Iran's English-language Press TV channel in Gaza was hit twice in the Israeli aerial assaults.

The Israeli Defence Forces (IDF) explained that they are targeting Hamas militants, 'and the journalists who are not journalists who spread propaganda for Hamas'.

WHO's European Healthy Cities Network: 'striving for health'...

On 24.5.2011 WHO's European Healthy Cities Network said that it had hit a Phase V milestone because 90 cities designated in Phase V of Healthy Cities. The cities of Galway in Ireland and Istanbul and Trabzon in Turkey were congratulated because they joined other cities working toward the common goal of striving for health and healthy equity in all local policies.

The World Health Organization (WHO) is the directing and coordinating authority for health within the United Nations.

The Libyan cities were now 5.000 times bombed with uranium-bombs. NATO used therefore a mandate of the United Nations...

A pact between UN and weapons industry

The UN has a pact with the weapons industry: 'We give you a mandate to destroy Libya by using bombs of Depleted Uranium if you are funding us and give us extra money to clean up the Depleted Uranium.'

A University of Michigan peer-reviewed study of births in Fallujah (Iraq) published in December 2010 found that of 547 births in Fallujah General Hospital in May of 2010, six years after the all-out US assault on that city of 300,000, in which DU weapons were reportedly used widely, 15% of babies had birth defects–a rate more than five times higher than the global average of 2-3%.

UN responsible for the creation of an ‘ethnically homogeneous’ Israel

On November 15, 2010, U.S. President Barack Obama praised Israeli Prime Minister Benjamin Netanyahu for urging his cabinet to accept a U.S. proposal to extend a freeze on West Bank settlement building for 90 days.
Under the plan, Washington would block UN resolutions critical of Israel, and supply Israel with fighter jets worth $3 billion. The US government also promisedIsrael that after the 90-day moratorium, they would not seek an extension, and settlement construction in the West Bank and East Jerusalem (all of which is illegal under international law) could continue unabated.
In February 2011, more than 100 nations voted for a U.N. resolution that would have condemned illegal Israeli settlements and halted any new construction. The United States vetoed it.
On February 19, 2011, Israel said it was deeply grateful to the United States after it vetoed a United Nations resolution put forward by the Palestinian leadership condemning Israeli settlement activity.

Since 2001, Israeli Minister of Foreign Affairs and leader of Israel’s far right party, Avigdor Lieberman, proposes to establish four townships in the occupied West Bank, hermetically sealed, which would be grouped the Palestinians. He sees it as a solution for the Palestinian citizens of Israel, who are more than one million, to move the vast majority of the group in tightly closed, self-administered areas.
Thus would arise a State ethnically homogeneous from the Mediterranean Sea until the Jordan, sheltering in its midst Palestinian “Bantustans”.
