The Common Foreign and Security Policy of the European Union

The Common Foreign and Security Policy (CFSP) is the organised, agreed foreign policy of the European Union (EU) for mainly security and defence diplomacy and actions. CFSP deals only with a specific part of the EU’s external relations, which domains include mainly Trade and Commercial Policy and other areas such as funding to third countries, etc. Decisions require unanimity among member states in the Council of the European Union, but once agreed, certain aspects can be further decided by qualified majority voting. Foreign policy is chaired and represented by the EU’s High Representative.

The CFSP sees the NATO responsible for the territorial defence of Europe and “peace-making”. However, since 1999, the European Union is responsible for implementing missions, such as “peace-keeping” and policing of treaties, etc. A phrase that is often used to describe the relationship between the EU forces and NATO is “separable, but not separate”: The same forces and capabilities form the basis of both EU and NATO efforts, but portions can be allocated to the European Union if necessary. Concerning missions, the right of first refusal exists: the EU may only act if NATO first decides not to.

Verhofstadt became president of the Flemish Liberal Student's Union (1972–1974) while studying law at the University of Ghent. He quickly became the secretary of Willy De Clercq, who was at that time the president of the Flemish liberal party (Party for 'Freedom and Progress', PVV). In 1982, at age 29, he became president of the party. In 1985 he was elected into the Chamber of Deputies, and became Deputy Prime Minister and Minister of Budget under Prime Minister Wilfried Martens. Because of his economic views and his young age, he became known as "Baby Thatcher". Another nickname from that era is "da joenk", a Brabantian dialect expression meaning "that kid" (in a pejorative sense, referring to his rather iconoclastic and immature style).
After a failed attempt to form a government in November 1991, he resigned and disappeared from the political scene, only to return to the party's presidency in 1997 with a 'less radical image'.

Partly because of a food scandal that broke out just before the elections, his party became the largest party in the country, and he was appointed Prime Minister on July 12, 1999, the first liberal to hold that office since 1938.

Following the 2003 general elections, Verhofstadt formed his second cabinet.
In the regional elections of June 13, 2004, his party lost votes.
Since then, Verhofstadt has been faced with internal crisis after crisis.

In 2004, Verhofstadt was suggested as a candidate to replace Romano Prodi as the next President of the European Commission. He was the choice of the former French president, Jacques Chirac, and Germany's
ex-chancellor, Gerhard Schroder, but his candidacy was opposed and rejected by a coalition led by Tony Blair and Silvio Berlusconi.

After his premiership he took up the seat of Senator to which he had been elected in 2007.
In the 2009 European Parliament election, he was elected a member of the European Parliament for the term 2009–2014 and has been put forward as the possible candidate for replacing José Manuel Barroso as the president of the European Commission by a coalition of greens, socialists and liberals.
On July 1, 2009 he was elected President of the Alliance of Liberals and Democrats for Europe group in the European Parliament.
Verhofstadt is also a member of the Club de Madrid, an organization of more than 80 former statesmen. The group works to promote ‘democratic governance and leadership worldwide’.
On April 2, 2012 Verhofstadt Verhofstadt replaced Etienne Davignon who was for many years chairman of the audit committee of Sofina and a member of the remuneration and nomination committee.

Davignon joined the Belgian Foreign Ministry, in 1959, and within two years had become an attaché under Paul-Henri Spaak, then-Minister of Foreign Affairs. He remained in Belgian government until 1965. In 1970, he chaired the committee of experts which produced the Davignon report on foreign policy for Europe. On 27 October 1970, in Luxembourg, the Foreign Ministers of the Six adopted the Report, which 'seeks progress in the area of political unification through cooperation in foreign policy matters'.

Davignon later became the first head of the International Energy Agency, from 1974 to 1977, before becoming a member of the European Commission, of which he was vice-president from 1981 till 1985. From 1989 to 2001, he was chairman of the Belgian bank Société Générale de Belgique, which is now part of the French supplier Suez and was not an arm of the French bank Société Générale, but a Belgian institution. He is now Vice Chairman of Suez subsidiary, Suez-Tractebel.

As chairman of Société Générale de Belgique, he was a member of the European Round Table of Industrialists. He is the current co-chairman of the EU-Japan Business Dialogue Round Table, chairman of the Paul-Henri Spaak Foundation, president of the EGMONT - Royal Institute for International Relations, chairman of CSR Europe, chairman of the European Academy of Business in Society and was chairman of the annual Bilderberg conference from 1998 to 2001.

Davignon is the chairman of the board of directors of Brussels Airlines, which he co-founded after the bankruptcy of Sabena. He is also a member of the board of numerous Belgian companies, and is the chairman of the board of directors and of the General Assembly of the ICHEC Brussels Management School.

On 26 January 2004, Davignon was given the honorary title of Minister of State, giving him a seat on the Crown Council.

On April 2, 2012, when Guy Verhofstadt became a Board Member of the Brussels-based, Brussels-quoted Sofina holding, Etienne Davignon leaved the governing body of Sofina after 27 years. Sofina's Board of Directors decided him to grant the title of Honorary Director.

Davignon is a crucial member of the Strategic Advisory Panel of The European Business Awards. He is a member of the Cercle Gaulois and a member of the Advisory Board of the Itinera Institute think tank. He is also President of the Brussels-based think tank Friends of Europe.

Italian Supreme Court President Blames Bilderberg For Terrorist Attacks

Document says secretive group was involved in “strategy of tension”

Honorary President of the Supreme Court of Italy and former Senior Investigative Judge Ferdinando Imposimato, the man who prosecuted the case involving the assassination attempt against Pope John Paul II, has sensationally accused the Bilderberg Group of being behind terrorist attacks in Europe.

In an interview with the ArticoloTre website, Imposimato, who was also involved in the case involving the kidnapping and murder of former Italian Prime Minister Aldo Moro, said that he “found a document that left me appalled” implicating the Bilderberg Group in conspiring with the far right organization Ordine Nuovo to commit terror attacks.

Speaking of unsolved murders in Italy and the document in his possession, Imposimato stated, “When it comes to slaughter it also speaks of the Bilderberg Group. I believe this document. I did some tests and I can say that behind the strategy of tension and the slaughters there is also the Bilderberg group, a sort of Big Brother is over, maneuvering, using terrorists and Masons. “

The “strategy of tension” refers to a policy under the auspices of Operation Gladio, a NATO cold war “stay behind” project that sought to create an expedient political climate in Europe by having its agents carry out terror attacks which were then blamed on both far left and far right political groups.

Gladio was designed to demonize political opposition and “force the public to turn to the state to ask for greater security,” according to the testimony of former Gladio agent Vincenzo Vinciguerra. In 2000, an Italian parliamentary investigation found that the 1980 Bologna train bombing, which killed 85 people, was carried out by “men inside Italian state institutions and … men linked to the structures of United States intelligence.”

“You had to attack civilians, the people, women, children, innocent people, unknown people far removed from any political game,” Vinciguerra explained in sworn testimony.

“The reason was quite simple. They were supposed to force these people, the Italian public, to turn to the state to ask for greater security. This is the political logic that lies behind all the massacres and the bombings which remain unpunished, because the state cannot convict itself or declare itself responsible for what happened,” he added.

Imposimato stated that he was given the document by a former Ordine Nuovo terrorist. Members of Ordine Nuovo (Italian for “New Order”) participated in numerous deadly terrorist attacks, including the 1969 Piazza Fontana bombing, the 1970 Rome-Messina train attack, the 1974 Piazza della Loggia bombing in Brescia, and the Italicus Express bombing in 1974.

The Bilderberg Group is an annual confab of around 120 of the most influential power brokers on the planet from the world of politics, business, banking, academia, media, and even royalty. The organization’s yearly meeting is held in a plush hotel resort in either Europe, Canada or America, but despite a plethora of heavy hitters in attendance, the mainstream media affords the event scant coverage, labeling it a mere talking shop despite former NATO Secretary-General and Bilderberg member Willy Claes’ 2010 admission that Bilderberg attendees are mandated to implement policy decisions that are formulated during the meeting.

There are innumerable other examples of how Bilderberg has influenced major global events ahead of time, picking Presidents and Prime Ministers on a regular basis with total contempt for the democratic process.

In 2009, Bilderberg chairman Étienne Davignon even bragged about how the Euro single currency was a brainchild of the Bilderberg Group.

Imposimato’s broadside against Bilderberg follows in the footsteps of his compatriot Alfonso Luigi Marra, a prominent lawyer who recently requested that the Public Prosecutor of Rome investigate the Bilderberg Group for criminal activity, questioning whether the elitist organization’s 2011 meeting in Switzerland led to the selection of Mario Monti as Prime Minister of Italy.

Labeling the group a “unique, illegal brotherhood” of elitists who consider themselves to be “above the law,” Marra pointed the finger at Bilderberg for engineering wars, economic collapses, and arming dictators, activities which, “constitute an obvious, blatant violation, to say the least, of the articles of the Criminal Code.”

The precise date and location of the 2013 Bilderberg meeting is yet to be confirmed, although speculation has centered around the confab taking place somewhere near London in early June.

German NATO propagandist injured in Syria

The German ARD correspondent Jörg Armbruster (media bias), known as one of the biggest war promoter from the war in Libya and Syria, was injured in Syria while he tried to produce another biased documentation for the German television.

The correspondent of the German state television media channels, Jörg Armbruster, became famous for his promotion of the war in Libya and his biased stories about the situation and events in Syria. Some also call him a direct mouthpiece of the United States, Israel, Saudi Arabia, Qatar and other NATO countries – in order to sell the typical NATO propaganda to the German television viewer.
But the German correspondent Armbruster has not only used these channels to sell the false propaganda about Libya and Syria to the German television viewers, he also wrote a book and used all other ways to promote the NATO propaganda and to boost his own career. He is known as a careerist and twaddler for money in the German circle of journalists.
This goes so far that even some colleagues of the same German channel call him a propagandist and, as said, careerist. Both belongs probably together – promote the NATO propaganda and you won`t have problems in your career in Germany.
It is really unfortunate that Jörg Armbruster was injured in Syria but this happens when you stay with armed Jihadists and mercenaries. Of course, the Department of Psychological Warfare of the German state television and the attached corporate and state media are hypocritical whining about the wounded and great German correspondent Armbruster. The whining, mixed with propaganda, on the websites of several German media agencies like ARD and ZDF is unbearable.
The German correspondent and war promoter Jörg Armbruster was and is always one of the leading “embedded” war propagandists. Not only in Syria and Libya, but also in Egypt. Armbruster was always on the side of the aggressors. One good example of his lies is the moment when Armbruster blamed the troops of the former Libyan leader Gaddafi (Qaddafi) for a massacre, although the armed terrorists and Islamists of NATO were guilty for this massacre in Libya. But that´s the way Armbruster worked and works – as long as he was and is able to serve the NATO propaganda.

This correspondent from Germany is also one of these so-called journalists who is a huge fan of the Muslim Brotherhood. When he stayed in the Egyptian capital Cairo, he was sometimes seen with some figures of the Egyptian Muslim Brotherhood having dinner.
The Muslim Brotherhood, corrupt to the bones and always trying to misuse Islam for political goals, are currently considered as an organisation which probably should be forbidden by the Egyptian Supreme Judge. In the Emirates, the Muslim Brotherhood is on trial for conspiracy. In Syria? The Muslim Brotherhood is guilty for many crimes already. And so on. There are no “moderate Islamists”. This new name for the heads of the rotten Muslim Brotherhood is just an invention by such biased correspondents like the German Jörg Armbruster.
He was treated in Turkey and then flown back to Germany after he was injured in crossfire while he tried to make another propaganda-documentary about the “Arab Spring” – including Syria, of course.
Some might wonder who has actually issued him the visa for Syria and how great must the indoctrination be when a pensioner still risks his life for NATO propaganda? But the second question might be easy to answer; as said, he has always been a careerist who stops at nothing. The first question? The usual problems in and about Syria.

Last year Yugoslavia was smashed to smithereens to demonstrate that only NATO had the wherewithal to inflict so much pointless damage. This year it is the turn of the Russian Bear. Apparently he is back in the woods. So let’s make sure NATO remembers to bring a gun. The media, eager as ever to make themselves useful to the US Government, daily churn out chilling tales of dastardly Russians and fiendish secret policemen. Editorial writers splutter angrily. The Republicans – stupid and opportunistic as ever – seize on an issue they believe they can belabor Al Gore with in the election.decline.of.the.West.jpg

The dishonesty of all of this is patently obvious. Any rational person can see that over the past ten years the Russians have gone out of their way to be as inoffensive as possible – to their own detriment as well as to that of their friends and allies. They gave up an empire, dissolved the Warsaw Pact, cut back on their armed forces and sent the Communists packing. They even embraced the fashionable "market democracy" ideology being peddled by the West. On issue after issue they signed on to NATO’s agenda – for no apparent reason other than weakness or eagerness to please. It is hard to see how much further they could have gone to abase themselves short of inviting NATO in to take over their country. Yet according to the lunatics who run the American imperial metropolis Russia remains as dangerous as ever.

It was only a matter of time before NATO's hired killers were tasked with carrying out a massacre in Syria that NATO stooges at the UN could then attempt to blame on the Syrian government. This time however, the con job isn't going quite according to plan. 

On Monday 28th May 2012 ('Memorial Day' in the US, for those who enjoy irony) the world's public received a full frontal propaganda attack by the Western and other duplicitous media outlets parroting NATO and UN Security Council condemnations of a "massacre by Syrian troops" in the Syrian village of Houla on Friday 25th May. 

Although the Houla victims were Assad supporters, the media has been primed to unleash a torrent of abuse against the Syrian government in the hope that it will carry enough weight to justify precision-strike democratization in the very near future. 

UN Security Council 'ambassadors' from the UK, Germany, France and Azerbaijan (no less!) wasted no time in pointing the finger at the Syrian government and making false claims that there was "clear evidence of artillery fire and tank shelling by the Syrian regime". In fact, it has since been revealed that the vast majority of the victims were killed at close range, many of them with limbs hacked off by axes.

...It has already been well and officially documented that there are hundreds of US, Israeli and British-backed mercenaries operating in Syria and armed to the teeth with American weapons. Their job is to create chaos and fear through the indiscriminate murder of Syrian civilians and thereby provide Western war mongers with the justification to intervene militarily or, they hope, force the removal of President Assad. Even the nutty UN Secretary General Ba Ki Moon acknowledged 10 days ago that 'al-Qaeda' were behind the many car bombings that killed so many innocent Syrians...

NATO's war against Syria: missile batteries in Turkey

All NATO Patriot batteries in Turkey operational

The final of six Patriot missile batteries deployed to Turkey was declared operational under NATO command and control on Friday, 15 February 2013.

The battery, provided by the United States, is located outside the city of Gaziantep.

Germany, the Netherlands and the United States provide two batteries each to augment Turkey’s air defences. The systems are deployed in Kahramanmaras, Adana, and Gaziantep. The first battery came online on 26 January.

In response to Turkey’s request, NATO Foreign Ministers decided on 4 December 2012 that NATO would “augment Turkey’s air defence capabilities…along the Alliance’s border.”

On November 15, 2010, U.S. President Barack Obama praised Israeli Prime Minister Benjamin Netanyahu for urging his cabinet to accept a U.S. proposal to extend a freeze on West Bank settlement building for 90 days. Under the plan, Washington would block UN resolutions critical of Israel, and supply Israel with fighter jets worth $3 billion. The US government also promised Israel that after the 90-day moratorium, they would not seek an extension, and settlement construction in the West Bank and East Jerusalem (all of which is illegal under international law) could continue unabated. At the beginning of the month of February 2011, more than 100 nations voted for a U.N. resolution that would have condemned illegal Israeli settlements and halted any new construction. The United States vetoed it.
On February 19, 2011, Israel said it was 'deeply grateful to the United States' after it vetoed a United Nations resolution put forward by the Palestinian leadership condemning Israeli settlement activity. On  Oct 27, 2011, Israeli jetfighters engaged in aerial bombing of the Palestinian city of Khan Yunes in the Gaza Strip.Israel plans now to build unspecified thousands of new settler units in the strip of land known as E1 around Al Quds...

Israel's Minister of Foreign Affairs Avigdor Lieberman who, for tactical political reasons, recently announced that he withdrawned temporarily, proposes since 2001, to establish four townships in the occupied West Bank, hermetically sealed, which would be grouped the Palestinians.
More recently he has improved his plan.
He sees it as a solution for the Palestinian citizens of Israel, who are more than one million, to move the vast majority of the group in tightly closed, self-administered areas.

As World War Two raged in the years before Israel’s founding, colonial British planes were scrambled here to fend off German forces. Now the German Luftwaffe is back, preparing for a far more remote fight with the modern equipment and expertise of the Jewish state established after the Nazi Holocaust.

Worried by insurgent ambushes on its soldiers in Afghanistan and return fire that sometimes kills civilians or local allies, Germany last year ordered a small fleet of Israeli Heron spy drones designed to provide real-time images above a battlefield.

Yet the fact Israeli know-how may now be saving German military lives offers up a unique historical irony lost on none.

The Defence Ministry in Berlin declined to allow the Luftwaffe trainees to be interviewed about such symbolism, but one of them described how they took time off to visit the central Holocaust memorial at Yad Vashem in Jerusalem. Dressed in civilian clothes while in Israel, trainees on an earlier course stood at attention for annual commemorations in April of the six million Jews killed in the Nazi genocide.

“As a Jew, I felt very proud at this specific moment,” said Tomer Koriat, deputy director of the IAI training programme, who praised the Germans’ mastery of the Heron within intensive courses lasting just three-and-a-half weeks.

“All of us have learned that today we are talking about another Germany than what we used to know ... A very, very good friend, if not the best friend of Israel today in the world.”

Germany has become a key ally of Israel despite Berlin’s criticism of its Palestinian policies.

While the United States regularly conducts drone air strikes in Afghanistan and on suspected insurgent bases in neighbouring Pakistan, its allies are generally limited to using the planes for unarmed surveillance.

This is especially true for Germany. Although it has the third-biggest NATO Afghan contingent—some 4,300 personnel—it often appears uncomfortable with being involved in hostilities while World War Two is still a living memory.

“We’re kept to ‘recce’ (reconnaissance) missions only. We’re the good guys,” joked another Luftwaffe major at Ein Shemer.

He recalled how, flying a Heron on a hunt for IAI staff posing as Taliban guerrillas in the surrounding cotton fields, the high-resolution camera spotted two boys in a fistfight. “I couldn’t do anything to stop it, so I just pulled away.”

Each Heron costs about $10 million, depending on the sophistication of its equipment and the ground control booth. In a boon for spartan Afghan crews, the drone is designed to land and take off automatically.

Israelis are barred by Afghanistan, so IAI ceded maintenance services to German partner firm Rheinmetall Defence.

The former Tornado pilot spoke wistfully of his time in the clouds but said being grounded to fly Herons is just as vital.

“All of the time you have to be really certain what you do, because it has a real effect,” he said. “It’s not like a computer game - ‘Game Over’.”

Germany on Monday expelled four employees of the Syrian embassy in Berlin, the foreign minister said, as part of moves to further isolate the regime of Syrian President Bashar al-Assad.

This decision is not coming as a surprise.
It is the result of Germany's growing role within NATO and the 'Greater Middle East'.

After September 11, 2001 German military missions and deployments were expanded exponentially and in addition to Germany deploying AWACS to the US in Operation Eagle Assist it also “took part in [Operation Active Endeavor] which has German units monitor the Mediterranean waters…. In Afghanistan and East Africa, German troops battle…with sea units, ground troops and special forces.

“The Bundeswehr, once restricted by the German constitution to exclusively domestic protection, can now send armed troops to foreign countries.

Having exploited as well as in an integral way engineered the breakup of Yugoslavia, with Kosovo as the altar and Serbia as the paschal lamb whose slaying wiped clean decades of German guilt, Berlin was now free to play the role assigned to it by NATO: That of an international military power operating on four continents, a far wider range of deployment and engagement than had been achieved by either Bismarck or Hitler.

Full production for German army missile

The PARS 3 LR fire-and-forget missile by Europe's MBDA is heading into full production for the German military.

Full-rate production for the weapon, the main armament of the German Army's Tiger helicopter, is the result of successful completion last month of system validation tests.

MBDA said that in the tests, a tank passing between buildings was struck by the missile, which was fired by a helicopter about 1.8 miles away.

"The successful conclusion of the firing campaign sends a strong signal to our national customers and potential export customers", said Thomas Homberg, managing director of MBDA Germany. "This guided missile system will make an important contribution to the Bundeswehr, enabling it to fulfill the demanding missions it is expected to perform even better in the future."

The missile's production will be carried out by PARSYS, a joint venture between MBDA Germany and Diehl BGT Defense under a contract from the German Federal Office of Defense Technology and Procurement.

A total of 680 missiles are to be produced for the German Army.

'No-fly zones explained' by Nato...

Group Captain Geoff Booth, who took part in enforcing the no-fly zone (NFZ) over Bosnia and Herzegovina in the 1990s, outlines what is needed of an aircrew during this kind of operation.

There are never going to be two similar operations,” explains Booth, “so you need to analyse the situation to develop a plan; the key thing is that you are basically policing someone else's airspace without their permission.

The questions are: what is the threat? how big is the area? why are you doing this – i.e. what do you stop?

This will almost certainly be a 24/7 operation, so it will require lots of resources. The question you then need to ask yourself is: what resources do you need versus what resources have you got?

There’s a requirement for surveillance; intelligence; tactical aircraft for air-to-air and possibly air-to-ground missions; bases which may include aircraft carriers; command and control; air-to-air refuelling (this is a "force multiplier" as it allows tactical aircraft to stay on task for much longer); commander's guidance and clear rules of engagement.”

What’s a typical routine?

This will be driven by when the contingent or squadron is on the Air Tasking Order (this is the operational flying programme). It also depends on capability, i.e. whether this is an operation for day only, day/night, clear weather, all weather. In other words, and for many missions, aircrew can be tasked at any time of the day or night

The mission preparation starts about four hours before take-off with a selection of briefings that include:

  • situation update;
  • current intelligence;
  • weather mission details (for example, where are supporting aircraft?);
  • Rules of Engagement;
  • SPINS (special instructions contained within the Air Tasking Order);
  • and emergency procedures, including in the event of ejecting over hostile territory

Aircrew then prepare their personal kit, which will include a combat survival vest, water and something to eat. They go to the aircraft about an hour prior to take-off and check all systems and weapons. A spare aircraft or two is always needed to ensure not missing operational tasks.

It is critical to take note of the support ground crew working on the aircraft before the aircrew arrive – these people are a key part of the team to get the operation started.

Post take-off, the aircrew’s routine tasks are normally:

  • Carry out further full check of all systems to ensure all is OK to enter the operational area;
  • Entering the area, check in with the controlling authority - probably AWACS - who will give a short tactical update;
  • Once "feet dry" i.e. over hostile territory, stand ready to react to whatever presents itself. If an aircraft enters the NFZ, determine whether it is authorised or not, whether it is "hostile" or has just entered the NFZ by mistake;
  • Use all sensors and build awareness for yourself, as well as all other players - particularly the AWACS;
  • React quickly, pass information if commander's decision or clearance needed, deal with whatever comes up on the watch;
  • Stay on task until relieved, use air-to-air refuelling if necessary. Typical time on task during Operation DENY FLIGHT in Bosnia and Herzegovina was 3 hours making it a 4-5 hour mission from start to finish;
  • Recover back to base safely, don't relax once "feet wet" – back home – to avoid the risk of making (dangerous) errors;
  • Hand the aircraft back to the engineers, report any problems or faults.

And then – and only then – can you start to wind down.

Chemical weapons in the Rif War

During the Third Rif War in Spanish Morocco between 1921 and 1927, the Spanish Army of Africa dropped chemical warfare agents in an attempt to put down the Riffian Berber rebellion led by guerrilla leader Abd el-Krim.

These attacks in 1924 marked the first time mustard gas was dropped by airplanes, a year before the Geneva Protocol for "the Prohibition of the Use in War of Asphyxiating, Poisonous or other Gases, and of Bacteriological Methods of Warfare" was signed. The gas used in these attacks was produced by the "Fabrica Nacional de Productos Quimicos" at La Marañosa near Madrid; a plant founded with significant assistance from Hugo Stoltzenberg, a chemist associated with the German government's clandestine chemical warfare activities in the early 1920s who was later given Spanish citizenship.

The Spanish bombings were covered up but some observers of military aviation, like Pedro Tonda Bueno in his autobiography La vida y yo (Life and I), published in 1974, talked about dropping toxic gases from airplanes and the consequent poisoning of the Rif fields. Likewise, Spanish Army air arm pilot Ignacio Hidalgo de Cisneros, in his autobiographical work Cambio de rumbo (Course change), reveals how he witnessed several chemical attacks. Years later, in 1990, two German journalists and investigators, Rudibert Kunz and Rolf-Dieter Müller, in their work Giftgas Gegen Abd El Krim: Deutschland, Spanien und der Gaskrieg in Spanisch-Marokko, 1922-1927 (Poison Gas against Abd El Krim: Germany, Spain and the Gas War in Spanish Morocco, 1922-1927), proved with scientific tests that chemical attacks had indeed occurred. The British historian Sebastian Balfour, of the London School of Economics, in his book Deadly Embrace, confirmed massive use of chemical arms after having studied numerous Spanish, French and British archives. According to his research, the strategy of the Spanish military was to choose highly populated zones as targets. Additional evidence is found in a telegram from a British official, H. Pughe Lloyd, sent to the British Minister of War.

According to Sebastian Balfour, the motivation for the chemical attacks was based primarily on revenge for the defeat of the Spanish Army of Africa and their Moroccan recruits the Regulares at the Battle of Annual on July 22, 1921.

The Spanish defeat, the disaster of Annual, with 13,000 Spanish and colonial soldiers dead according to the official count, led to a major political crisis and a redefinition of Spanish colonial policy toward the Rif region. The political crisis led Indalecio Prieto to say in the Congress of Deputies: "We are at the most acute period of Spanish decadence. The campaign in Africa is a total failure, absolute, without extenuation, of the Spanish Army."

The Minister of War ordered the creation of an investigative commission, directed by the respected general Juan Picasso González, which eventually developed the Expediente Picasso report. Despite identifying numerous military mistakes, it did not, owing to obstructions raised by various ministers and judges, go so far as to lay political responsibility for the defeat. Popular opinion widely blamed King Alfonso XIII who, according to several sources, encouraged General Manuel Fernández Silvestre's irresponsible penetration of positions far from Melilla without having adequate defenses in his rear.

Even before the use of chemical weapons, the Spanish Army commonly resorted to brutal methods of repression, which in some cases included decapitation, after its initial defeats in the Second Rif War of 1909.

Spain was one of the first powers to use chemical weapons against civilian populaces in their use against the Rif rebellion. Between 1921 and 1927, the Spanish army indiscriminately used phosgene, diphosgene, chloropicrin and mustard gas (known as Iperita). Common targets were civilian populations, markets, and rivers. In a telegram sent by the High Commissioner of Spanish Morocco Dámaso Berenguer on August 12, 1921 to the Spanish minister of War, Berenguer stated: 'I have been obstinately resistant to the use of suffocating gases against these indigenous peoples but after what they have done, and of their treasonous and deceptive conduct, I have to use them with true joy.'

On August 20, 1921, Spain asked Germany to deliver mustard gas via Hugo Stoltzenberg, although Germany was prohibited from manufacturing such weapons by the Treaty of Versailles of 1919. The first delivery occurred in 1923. The use of chemical weapons against the Rif was first described in an article of a (now defunct) Francophone daily newspaper published in Tangier called La Dépêche marocaine dated on November 27, 1921. Historian Juan Pando has been the only Spanish historian to have confirmed the usage of mustard gas starting in 1923. Spanish newspaper La Correspondencia de España published an article called Cartas de un soldado (Letters of a soldier) on August 16, 1923 which backed the usage of mustard gas.

According to military aviation general Hidalgo de Cisneros in his autobiographical book Cambio de rumbo, he was the first warfighter to drop a 100-kilogram mustard gas bomb from his Farman F60 Goliath aircraft in the summer of 1924. About 127 fighters and bombers flew in the campaign, dropping around 1,680 bombs each day. Thirteen of these planes were stationed in the military air base of Seville. The mustard gas bombs were brought from the stockpiles of Germany and delivered to Melilla before being carried on Farman F60 Goliath airplanes.

My Father served in Vietnam during the heaviest spray periods. I have had numerous tests done and every Medical Professional has said without a doubt ALL of my medical issues today and at birth are a DIRECT result of my Father's exposure to Agent Orange. He also has numerous medical conditions ALL of which have been linked to the Agent Orange exposure.”

ISTANBUL: The deployment of NATO’s Patriot systems arouses Russia’s concern and does not facilitate stabilisation of the “shaky situation” in the region, Russian presidential spokesman Dmitry Peskov said on Monday.

Peskov accompanies Russian President Vladimir Putin, who has begun the visit to Istanbul.

This issue will be in the focus of the talks between Putin and the Turkish leadership.

The deployment of NATO’s Patriot systems arouses Russia’s concern, the Kremlin official said, adding that Russia “will inform its Turkish partners about its concerns”.

Peskov said the talks would be held in two aspects: bilateral relations, which “are notable by their diversity and full of excellent projects and international issues”. Russia and Turkey “have serious disagreements on international issues. And we don’t hide this fact”, the presidential spokesman stressed.

In his words, “several steps do not facilitate the normalisation of the situation in the region.”

Peskov said the Syrian problem would be on the agenda. “Russia’s position is consistent and absolutely transparent: one warring party cannot be upheld. This cannot facilitate the settlement of the conflict,” Peskov said, adding, “Active support for one warring party only incites the conflict.”

The spokesman did not rule out that Putin and Turkish Prime Minister Recep Tayyit Erdogan would discuss the detention of Russia’s jet by Turkey.

After exploring the terrain, NATO and Turkish officers have chosen sites for deploying three Patriot anti-aircraft missile batteries in southeastern Turkey.

They wil unveil their conclusions at a session of NATO Foreign to be held on Tuesday and Wednesday.

Turkey asked NATO to deploy as many as 6 Patriot batteries.

The deployment of NATO Patriot complexes in Turkey "is a concern to Russia and does not contribute to the stabilization of the already fragile situation" in the region, the President's Press Secretary, Dmitry Peskov, told reporters in Istanbul on Monday.

He noted that this issue will be addressed in today's talks. Peskov will accompany President Vladimir Putin during his visit to Istanbul. Shortly after his arrival in Turkey, Putin began closed-door talks with Turkey’s Prime Minister Recep Erdogan.

On Nov. 18, 2012, the Russian TV office was destroyed in an Israeli attack on Gaza.
Earlier attacks heavily damaged two buildings that housed Sky News, Italian RAI, German ARD and Kuwait TV, as well as the Hamas TV station Al Aqsa. Some of the injured were from Ma'an news agency, and a cameraman for al-Quds TV had to have his leg amputated. RT's office in Gaza was affected too. The office of Iran's English-language Press TV channel in Gaza was hit twice in the Israeli aerial assaults.

Turkey's Erdogan in Ukraine

Recep Erdogan is officially visiting Ukraine. In Kiev he and the President of Ukraine Viktor Yanukovich headed the second session of the Strategic Council of Ukraine and Turkey. On September 14 Erdogan will conduct talks in the Autonomous Republic of Crimea and participate in the 9th annual session of the Yalta European Strategy where he will speak as a special guest.

Considering an important role of Ukraine in stability in the Black Sea region, Turkey pays great attention to its relations with this country and wants to develop the cooperation in all spheres. In recent times relations between Ukraine and Turkey have gained a character of strategic partnership. The best confirmation for it is a stable growth of trade turnover and mutual investments, mutual support of international initiatives by Ankara and Kiev. However, experts note that political relations falls behind economic cooperation. From this point of view the current visit by Premier of Turkey has a progressive significance.

The countries chosen by Erdogan for visits are notable. At first Azerbaijan, then Ukraine, Bosnia and Herzegovina. It is clear that the current Turkish policy is focused on three bordering territories: the Black Sea and the Caucasian region and Balkans. That is why Ukraine is considered by Turkey as a friendly and strategically important country. There are many advantages in cooperation between Turkey and Ukraine. The main thing is to structure the relations in separate strategic directions with maximum usage of the transit potential.

Another important factor defining the essence of Turkish-Ukrainian relations is the problem of Crimean Tatars. It is a delicate issue of permanent agenda of the countries. Turkey implements all agreements of Crimean Tatars under control of the central authorities of Ukraine. Turkey considers the problem an internal affair of Ukraine, and Ankara has no right to break sovereignty of Ukraine.

Georgian Prime Minister met with NATO Sec.General

NATO’s Secret Kurdish War: Turkey Prepares Iraq-Style Attacks Inside Syria

The secular, left-wing Kurdistan Workers Party (PKK) has been struggling for Kurdish autonomy in Turkey since 1978 and is labelled a terrorist organization by Turkey, the United States, the North Atlantic Treaty Organization and the European Union.

The Turkish government has been waging a counterinsurgency war against the PKK for 28 years in Turkey, and over the past decade in northern Iraq, with the active support of the Pentagon and NATO. In fact, the campaign against Kurdish opposition groups is another, unacknowledged, American and NATO war, one to be added to a growing list that includes Yugoslavia, Afghanistan, Pakistan, Iraq, Somalia, Libya and now Syria.

In recent years, for example, NATO and the Pentagon’s European Command and Central Command have become increasingly involved in supporting Turkish military attacks against the PKK and other Kurdish groups in Turkey and Iraq. (Turkey is in European Command’s area of responsibility; Iraq is in Central Command’s.)

In September of 2005 the joint top commander of U.S. European Command and NATO at the time, Marine General James Jones (later the Barack Obama administration’s first national security advisor), met with members of the Turkish general staff and signed a memorandum of understanding for a NATO "counterterrorism" center in Turkey.

His comments at the time included these:

“We discussed specific Turkish concerns, obviously, with regard to the PKK.

“Turkey is ideally suited to host the Center of Excellence-Defense Against Terrorism. Turkey has the second largest armed forces in NATO, is strategically located, and has over 30 years [of] experience combating terrorism.”

The NATO Centre of Excellence Defence Against Terrorism had been inaugurated in Turkey on June 28, 2005.

In July of 2006 the Turkish head of state, Prime Minister Recep Tayyip Erdogan, called on NATO to openly join the anti-PKK counterinsurgency war, stating: “NATO, which joined in the war against terrorism in Afghanistan, should also do the same here. “It would be good to make tripartite efforts (Turkey, NATO and the US) and to get some results.”

Top US commander in Afghanistan, Gen. Allen, implicated in Petraeus scandal

The US head of NATO forces in Afghanistan is under investigation in connection with the sex scandal that saw CIA director David Petraeus resign.

Gen. Allen exchanged “inappropriate” emails with a woman linked to Petraeus.

The FBI has found 20,000 to 30,000 pages of potentially inappropriate emails and documents between General John Allen and Jill Kelley, says the Pentagon. Investigators are now searching through the documents for any compromising information.

Mrs. Kelley was implicated in the Petraeus affair after telling the FBI she received threatening emails from the former CIA chief’s mistress, Paula Broadwell. Jill Kelley is a long-term friend of the Petraeus family and works as a “social liaison” at an air force base in Tampa, Florida.

US Defense Secretary Leon Panetta ordered an investigation be opened into the matter on Sunday. He also called for Allen’s nomination to be made Commander of US European Command and Supreme Allied Commander Europe to be frozen for the time being. He was due to face a Senate hearing to assess his nomination on Thursday.

General Allen has denied any wrongdoing and will remain at his post until further notice.

Panetta praised Allen’s work in Afghanistan and said that “he is entitled to due process in the matter.”

“While the matter is under investigation and before the facts are determined, General Allen will remain commander of ISAF,” said Panetta in a statement.

CIA director David Petraeus admitted he had been embroiled in an extramarital affair with the author of his biography, Paula Broadwell, and resigned on Friday.

The 40-year-old biographer met Petraeus six years ago at Harvard’s Kennedy School. While the general was serving in Afghanistan, Broadwell visited him six times over the course of one year. He allegedly gave her preferential treatment over other journalists, which caused Petraeus’ colleagues to question the access she was being given.

The FBI initially suspected a security breach when threatening emails mentioning Petraeus’ name sent by Broadwell to Jill Kelley were picked up in a probe.

The US Code of Military Justice states that “adultery is clearly unacceptable conduct, and it reflects adversely on the service record of the military member,” bringing discredit to the American armed forces.

The punishment for such an offense depends on the rank of the individual involved. If Petraeus is found to have committed adultery while he was still in the military he could face a dishonorable discharge, forfeiture of pay and up to a year in prison.

Wesley Kanne Clark, Sr. (born December 23, 1944) is a retired general of the United States Army. Graduating as valedictorian of the class of 1966 at West Point, he was awarded a Rhodes Scholarship to the University of Oxford where he obtained a degree in Philosophy, Politics and Economics, and later graduated from the Command and General Staff College with a master's degree in military science. He spent 34 years in the Army and the Department of Defense, receiving many military decorations, several honorary knighthoods, and a Presidential Medal of Freedom.

Clark commanded Operation Allied Force in the Kosovo War during his term as the Supreme Allied Commander Europe of NATO from 1997 to 2000.

Clark joined the 2004 race for the Democratic Party presidential nomination as a candidate on September 17, 2003, but withdrew from the primary race on February 11, 2004, after winning the Oklahoma state primary, endorsing and campaigning for the eventual Democratic nominee, John Kerry. Clark currently leads a political action committee—"WesPAC"—which was formed after the 2004 primaries, and used it to support numerous Democratic Party candidates in the 2006 midterm elections. Clark was considered a potential candidate for the Democratic nomination in 2008, but, on September 15, 2007, endorsed Senator Hillary Clinton. After Clinton dropped out of the Presidential race, Clark endorsed the then-presumptive Democratic nominee, Barack Obama. Clark currently serves as the co-chairman of Growth Energy, an ethanol lobbying group and on the board of directors of BNK Petroleum. Since July 2012, he also acts as an honorary special advisor to Romanian prime minister Victor Ponta in economic and security matters.

Early life and education

Clark's paternal great-grandfather was a Belarusian Jew who immigrated to the United States in response to the Pale of Settlement andanti-Semitic violence from Russian pogroms. Clark's grandfather, Jacob Kanne, graduated from the Chicago-Kent College of Law and served in the U.S. Naval Reserve as an ensign during World War I, although he was never assigned to a combat mission. Kanne, living in Chicago, became involved with ward politics in the 1920s as a prosecutor and served in local offices. He went on to serve as a delegate to the 1932 Democratic National Convention that nominated Franklin D. Roosevelt as the party's presidential candidate (though his name does not appear on the published roll of convention delegates). His mother was Methodist, and was of Englishancestry.

Kanne came from the Kohen family line, and Clark's son has characterized Clark's parents' marriage, between his Methodist mother, Veneta (née Updegraff), and his Jewish father, Benjamin Jacob Kanne, as "about as multicultural as you could've gotten in 1944."

Clark was born Wesley Kanne in Chicago on December 23, 1944. His father Benjamin died on December 6, 1948, following which his mother then moved the family to Little Rock, Arkansas. This move was made for a variety of reasons, including escaping the greater cost of living in a large city such as Chicago, the support Veneta's family in Arkansas could provide, and her feeling of being an outsider to the remaining Kanne family as she did not share their religion. Once in Little Rock, Veneta married Viktor Clark, whom she met while working as a secretary for a local bank. Viktor raised Wesley as his son, and officially adopted him on Wesley's 16th birthday. Wesley's name was changed to Wesley Kanne Clark. Viktor Clark's name actually replaced that of Wesley's biological father on hisbirth certificate, something Wesley would later say that he wished they had not done. Veneta raised Wesley without telling him of his Jewish ancestry to protect him from the anti-Semitic activities of the Ku Klux Klan occurring in the South at the time. Although his mother was Methodist, Clark chose a Baptist church after moving to Little Rock and continued attending it throughout his childhood.

He graduated from Hall High School with a National Merit Scholarship, and helped take their swim team to the state championship, filling in for a sick teammate by swimming two legs of a relay. Clark has often repeated the anecdote that he decided he wanted to go to West Point after meeting a cadet with glasses who told Clark (who wore glasses as well) that one did not need perfect vision to attend West Point as Clark had thought. Clark applied, and was accepted on April 24, 1962.

Libya’s intelligence headquarters has been struck by a rocket propelled grenade as two rival militia groups clashed in Tripoli, says Al Arabiya TV.
At least five people have been injured, while the building has been partially destroyed, RT’s Paula Slier reports.

According to Al Jazeera the two militia groups clashed as one gang was trying to rescue one of its members, who had been captured by the other gang.

The Central Tripoli Hospital also came under fire as militiamen attacked one another.

Earlier on Sunday a car bomb targeted a police station in the city of Benghazi injuring three police officers.

The attacks come just days after some 100 civilians and self-proclaimed rebels broke into the Libyan National General Congress, forcing the parliament to postpone a vote on a new cabinet.

More than a year after Muammar Gaddafi`s regime was dismantled, the country is still torn by clashes between armed militias, with the current government failing to restrain them.

Another problem is Libyan fragmentation, with numerous tribes confronting one another. On Saturday several thousand Libyans rallied for autonomy of the east, which has vast oil resources.

Hillary Clinton: 'Libya may become democracy or face civil war'

Libya could become a peaceful democracy or face years of civil war, US Secretary of State Hillary Clinton has told Congressional lawmakers.

Mrs Clinton appeared on Capitol Hill to urge Congress not to cut funds needed to deal with crises abroad.

Meanwhile, US Defence Secretary Robert Gates said the US was weighing "a lot of options and contingencies".

The comments came a day after the US began repositioning warships and military aircraft in the Libya region.
'Decision space'

In Washington on Tuesday, senior officials in President Barack Obama's administration maintained pressure on Libyan leader Col Muammar Gaddafi to step down from power.

At the Pentagon, Mr Gates said the US military aimed to give Mr Obama "the broadest possible decision space", while emphasising that no decision on a course of action had been made.

He said 400 US Marines had been deployed to assist in humanitarian and evacuation efforts.

Meanwhile, Mrs Clinton reiterated demands that Col Muammar Gaddafi "must go now, without further violence or delay".

"The entire [Middle East] region is changing, and a strong and strategic American response will be essential," Mrs Clinton said to the House of Representatives Foreign Affairs Committee in prepared testimony.

"In the years ahead, Libya could become a peaceful democracy, or it could face protracted civil war. The stakes are high.

"And this is an unfolding example of how we use the combined assets of diplomacy, development and defence to protect our interests and advance our values."

She added that the US was working to translate the "world's outrage into action and results".

The US ambassador to the UN, Susan Rice, told reporters in Washington that the US would continue to place pressure on Col Gaddafi until he resigns, while working to stabilise oil prices and avert a possible humanitarian crisis.

"We are going to keep the pressure on Gaddafi until he steps down and allows the people of Libya to express themselves freely and determine their own future," Ms Rice told US media.
