'The Central Intelligence Agency (CIA) is an independent civilian intelligence agency of the United States government. Intelligence-gathering is performed by non-military commissioned civilian intelligence agents, many of whom are trained to avoid tactical situations. The CIA also oversees and sometimes engages in tactical and covert activities at the request of the President of the United States. Often, when such field operations are organized, the U.S. military or other warfare tacticians carry these tactical operations out on behalf of the agency while the CIA oversees them.  Although intelligence-gathering is the agency's main agenda, tactical divisions were established in the agency to carry out emergency field operations that require immediate suppression or dismantling of a threat or weapon. The CIA was founded in part for intelligence-gathering as a means to prevent a declaration of war based on erroneous conceptions.'

The C.I.A. controls the national governments. It also oversees and engages in tactical and covert activities at the request of the President of the United States.
Some time ago, Obama signed a secret order authorizing U.S. support for Syrian armed groups and terrorists seeking to depose Syrian President Bashar al-Assad and his government.  Obama’s order, approved earlier this year and known as an intelligence “finding,” broadly permits the CIA and other U.S. agencies to provide support that could help the terrorists oust Assad.  C.I.A. officers are operating secretly in southern Turkey. The weapons, including automatic rifles, rocket-propelled grenades, ammunition and some antitank weapons, are being funneled mostly across the Turkish border by way of a shadowy network of intermediaries including Syria’s Muslim Brotherhood and paid for by Turkey, Saudi Arabia and Qatar.

Operation 40 was a CIA-sponsored undercover operation in the early 1960s, which was active in the Caribbean (including Cuba), Central America, and Mexico. Created by US President Eisenhower in March 1960 after the 1959 Cuban Revolution and presided by vice-president Richard M. Nixon, it included people such as Frank Sturgis (who would later become one of the Watergate burglar), Felix Rodriguez (a CIA agent who later hunted down Che Guevara), Luis Posada Carriles (now held in the US under illegal immigration charges, he is demanded by Venezuela for his key role in the execution of the 1976 Cubana Flight 455 bombing), Orlando Bosch (founder of the CORU counter-revolutionary organization, which organized Chilean former minister Orlando Letelier's murder in 1976), Rafael 'Chi Chi' Quintero, Virgilio Paz Romero, Pedro Luis Diaz Lanz, Bernard Barker, etc. Members took part in the April 1961 Bay of Pigs invasion directed against Fidel Castro's regime.
